I'm afraid the http://www.GoLearn.gov/ organization suffers some of the same symptoms of authority without accountability for the service it provides. Nothing that can't be fixed, but...

Time was when there was a single organization procuring all the IT services and infrastructure called the GSA - all attempts appear to be headed towards centralized requirements gathering and purchasing... with a surrogate Agency appointed instead of the GSA and the scope restricted to a LOB...
